- The Housing Pile-Up addresses the needs and/or potentials for housing across various potential site types and at various scales. The occupancy of the tower is based on the assumption that multiple families will need public and private spaces in close proximity to one another. Thus, though the large scale identity of the tower should be one of a single entity, the needs within the tower are varied and diverse.
